"There does not exist "one" organized network," notes Guy Bleus. "Every mail artist or exchanger has his own mailing-list, which comprises his (smaller or wider) circuit." Still, Dead White Mail reflects the larger shape of the international mail art network, which remains located primarily in Europe, North America, Australia, and Japan. While local networks may well be active in Africa, the Middle East, or much of contiental Asia, they have yet to become known to "the white males."
